She shows herself to be a fearful dog, who needs a patient family capable of giving her space. Also, the best thing for her is a family with another stable dog who can give her security and help her through this process. The stressful environment of the shelter is not the most suitable for her, and it is most likely that with the right family and the necessary time this dog will be able to leave her harsh past behind, show her true personality and give all the love she has.
